A 5-Point Approach in implementing SIAD Strategy

Sustainable Integrated Area Development (SIAD) is a household level poverty-reduction strategy that propagates from a capacitated and empowered community organization and a responsive local government unit.

STEP 1. Organize the community/Capacitate the People’s Organization. Involve the Municipal and Barangay Local Government Units. Incorporate Ecology & Environment and Gender & Development in the development framework.

STEP 2. Address poverty immediately. Support household-level, income-generating, productivity-enhancing, PO-managed projects. Promote community-managed basic social services which are subsidized by the People’s Organization.

STEP 3. Apply the client segmentation approach in developing the capacities or enhancing the participation of the community and other stakeholders. Develop channels for professional knowledge and technical skills transfer.

STEP 4. Inform the partners. Maintain a database of all participating individuals and agencies as well as quantifiable data and qualitative information.

STEP 5. Expand-Consolidate-Expand. Propagate the gains and overcome hurdles by building a development spiral based on informed strategies.
